Back in 1990, an edict has been issued as basis for waste management and emission control which is called the Environment Protection Act. The first section of this law dictates that the Secretary of State for Environment, Food and Rural affairs can prescribe processes and substances and set a viable limit on them to help control emissions into the atmosphere. Enforcement is then left in the hands of the regulatory organisations. Basically, these groups are in charge of issuing sanctions against offenders.

The second part of the law contains regulations regarding acceptable disposal methods of controlled waste, defined as any household, industrial and commercial garbage. It is stated that unauthorised or hazardous depositing, treatment or disposal of these materials is prohibited and offenders are enforced criminal sanctions. It also indicates that manufacturers, carriers, treaters, importers, keepers, and disposers of controlled waste to prevent unauthorised or harmful treatment of such materials. Negligence of this duty is considered a crime.
